Vincent Janssen has confirmed he hopes to join Spurs but says he is being priced out of a move by AZ Alkmaar.
Spurs are keen to bolster their options up front to ease the pressure on Harry Kane and are reported to have made a number of bids for Janssen, who claims the latest offer is around 18million euros (roughly £15m).
Dutch outfit AZ are understood to be holding out for £16.5million and it remains to be seen if Spurs intend to return with an improved bid but Janssen, 22, has called on his current employers to agree to a sale.
“I have expressed my choice to the club. Tottenham have released a high bid in my eyes,” Janssen said, as reported by the Evening Standard.
“There has been an offer of almost 18m euros, but AZ will not even go to the table.
“I would like to be somewhere else as soon as possible to start pre-season training. This is frustrating.”
Janssen has been capped five times by the Netherlands and managed 30 goals in 43 appearances for club and country last season.
