Allardyce hopes to get the green light from owner Ellis Short to get busy in the transfer market when the pair meet next week.
“We want to recruit players as quickly as possible though that’s going to be difficult with the Euros,” said Allardyce.
“I certainly don’t want to wait until the last week in August when we’re already four games in and then if you are buying from abroad, it can take players 10 games to get up to speed.”
The Sunderland boss will have one eye on the future when he sends out a much changed side against Watford at Vicarage Road tomorrow.
Several youngsters from the under-21 squad will be given their chance with goalkeeper Jordan Pickford, a regular on the bench lately and left-back Thomas Robson both in line to start.
