Memphis Depay brought down Nathaniel Clyne in the area for a first-half penalty that Daniel Sturridge converted.
And Jordan Henderson appeared to be offside in the build-up to Roberto Firmino’s second for the Reds.
Van Gaal said: “It was a cheap penalty. For the second goal I’ve seen the video, the guy who gives the pass from outside was offside.
“When you are very sharp with the penalty, you also have to be sharp with that. It is a nasty call.
“For the penalty, the referee cannot see that because I think he held him outside the box and then he is falling down.
“You cannot not see that in one second, you have to be sharp when you give it. It is then for me a cheap penalty.
“Liverpool deserved the goals but how their goals are existing was cheap.”
