Hart favours a move abroad rather than staying in the Premier League with Sunderland and, according to sources in Italy, he will finalise the deal today in Turin before returning home.
England manager Sam Allardyce has given Hart permission to leave the St George’s Park training base and resolve his future before the transfer deadline on Wednesday.
Gianluca Petrachi, Torino’s sporting director, said: “The goalkeeper is an idea we wanted to follow. If it’s Hart then good, otherwise we will certainly be doing something on the market for that role.”
