Shearer, along with Gary Lineker, are the only England internationals to win the award at major events.
Shearer believes Spurs striker Kane, 22 has all the attributes to also cross that line.
He is also rooting for Manchester United’s surprise package Marcus Rashford to replace injured Danny Welbeck in England’s squad for Euro 2016 when it is announced by manager Roy Hodgson tomorrow.
BBC pundit Shearer has every confidence in Kane being England’s third Golden Boot winner – although he does have worries about their defence.
He said: “There’s no reason why not. The form Harry Kane’s in, I’m sure that’s what he’s looking to do.
“When I spoke to him his answer was the same and why not? He has the ability, he’s had a fantastic season.
“It was a bit disappointing at the end with the title for him, but scoring-wise and form-wise he will go into the tournament full of confidence.
